Turkey has offered to help the European Union with the refugee crisis - but it has raised the stakes by demanding more money.
Turkey has also requested faster visa-free travel for its citizens and renewed talks aimed at granting its membership of the 28-country bloc.
Turkish Prime Minister Ahmet Davutoglu told the talks in Brussels that his country was willing to take back migrants who are refused asylum in Europe after travelling through Turkey, as well as those intercepted in its waters.
In exchange, the EU leaders were considering his request to double their funding for the next two years to help Syrian refugees stay in Turkey.
They would also take in one Syrian refugee from the country for each one they agreed to take back from the Greek islands, according to documents seen by Reuters news agency.
Sky News Europe Correspondent Mark Stone said: "It appears that the Turkish Prime Minister (Ahmet Davutoglu), on behalf of his President, has come to Brussels today to drive a particularly hard bargain.
